News:-Shimla Smart City mission to get feedback on 28 projects today.

  • The mission has proposed to build three major smart parking – a 1,000-vehicle parking complex near the IGMC’s new OPD block, 500-vehicle parking at Vikasnagar, about 200-vehicle parking at the SDA complex, Kasumpati.
  • Five escalators – Lift-Metropol-The Mall, Jakhu parking to temple top, Cart Road to The Mall, Auckland tunnel to the Police Chowki, Lakkar Bazaar, Tibetan Market to The Ridge – and one elevator from Lakkar Bazaar to Bantony Castle are proposed.
  • Pedestrians from Sanjauli to the IGMC and The Mall would also enjoy a smart walk on the proposed covered pathway.

 

What is Smart City Mission?

  • Smart Cities Mission, sometimes referred to as Smart City Mission, is an urban renewal and retrofitting program by the Government of India with the mission to develop 100 smart cities across the country making them citizen-friendly and sustainable.

News:-CM: 43,158 complaints redressed in Jan Manch.

  • CM said in two years, 181 Jan Manch programmes were held in which thousands of grievances had been redressed. The scheme had not only proved a boon for the public but had also reduced the footfall in government offices.

 

What is Jan Manch?

  • The State Government is striving hard to redress the complaints and grievances of the people of the state nearer to their homes. In order to achieve this objective, the State Government has started Jan Manch on 3rd June 2018. The main aim of this program was to establish a direct dialogue with the public and provide on the spot redressal to their grievances.

News:-654 applications received under CM Startup Scheme.

  • As many as 654 applications have been received so far under the Chief Minister Startup Scheme, of which 334 applications have been sent to incubation centres.

 

CM Startup Scheme

 

Focus:-

  • The state government is laying special emphasis on the development of the industrial sector.
  •  Micro and small enterprises are availing the benefits of Chief Minister Startup Scheme.
  • Besides, the government is providing the facility of hand-holding and mentorship to innovative enterprises from the initial stage to setting up of the industry.
  • Emphasis is being laid on the creation of innovative ideas based on agriculture, clean technology, food processing, tourism and biotechnology among other things.

 

Benefits:-

  • Livelihood allowance of Rs25,000 per month is being provided to innovative projects. After the implementation of the innovative idea, subsidy of maximum Rs10 lakh is being provided for marketing.
  • For filing a national and international patent for a startup, financial assistance of Rs2 lakh and Rs10 lakh is being provided, respectively, the release said.
  • The land is being made available for setting up micro and small enterprises in industrial areas and ghettos. On the purchase of land, the stamp duty is determined at 3 per cent only.
  • Purchase of 30 per cent of total order from such startup has been made mandatory for the state government.

Topic:- Policy Initiatives.

 

News:- The Excise policy was approved for the year 2020-21 under the chairmanship of chief minister Jai ram Thakur in the state cabinet meeting.

 

The Revenue Collection:-

  • The Revenue Collection of Rs. 1840 crore has been envisaged during the year 2020-21 It is more than Rs 215 crore with a 13 per cent increase against the fy 2019-20
  • Cabinet approves renewal of retail excise contracts (retail excise vaiṇḍasa) for the year 2020-21.

 

How this will help the government?

  •  This will increase enough quantity in government revenue, alcohol prices will decrease and will help to stop the smuggling of alcohol from neighbouring states.
  • The new excise policy has the provision of providing 30 per cent quota of country liquor to retail by liquor manufacturers. Retail can take the remaining 70 per cent of Kota from the supplier of their choice.
  • In the new policy, the provision for the security of the government’s revenue has been provided for the FDR / bank guarantee as security in the place of property papers (security of property) from the retail reliance holders. Imported Liquor Supply in the state from next fiscal year will be made from the public custom warehouse located in the state. In addition, this policy has been scheduled for the bars in all-star hotels and special tourism areas, from 12 pm to 2 PM.

 

Toll Policy

  • The Ministry has also approved the Himachal Pradesh toll policy for the year 2020-21 Under this policy, there has been an option of a lease renewal for the year 2020-21 to pay a per cent renewal fees and increase 10 per cent in the bid amount of the year 2019-20 This new toll policy will collect a revenue of Rs. 106 crore during the year 2020-21, which will be 9.5 to 9.5 crore more than 2019-20 and a total of 10 per cent will be increased.
