What is the news?

  • The State Government will request a one-year extension for the completion of the Himachal Pradesh Horticultural Development Project (HPHDP).

 

Which organization has funded this project?

  • World Bank.

Shared by a Horticulture Official:

  • The Rs 1135 crore project was due to be completed in June 2023, but is unlikely to be completed within the original timeframe. Until June 15, 2022, Rs 564 crore has been spent on the project, which represents nearly 53 per cent of the total budget. We hope to spend 60% of the entire budget by the end of June.
  • Because it will be difficult to use the remaining 40% of the budget in a single year, we will request a one-year extension.

 

About Himachal Pradesh Horticulture Development Project (HPHDP):

  • The Government of Himachal Pradesh (GoHP) is implementing a World Bank funded project,namely HimachalPradesh Horticulture Development Project (HPHDP).

 

Objective:

  • Objective to support small farmers and agro-entrepreneurs in Himachal Pradesh to increase the productivity, quality and market access of selected Horticulture commodities”.

 

HPHDP has four components:

(i) Horticulture production.
(ii) Value addition& agro-enterprise development.
(iii) Market development.
(iv) Project management.

What is the news?

  • Trade between India and China across the 18,599 feet Shipki La pass is unlikely to resume this year, as the Chinese authorities are reluctant to allow outsiders into the Tibet Autonomous Region (TAR), bordering the tribal district of Kinnaur.

 

Trade Volume:

  • The volume of trade, which was resumed in 1992, has steadily been increasing despite occasional decline due to a standoff like the Doklam issue. The trade rose from Rs 8.59 crore in 2016 to Rs 59.21 crore in 2017.
  • Traders from the border villages of Namgiya, Chango, Nako and Chuppan, which are close to the international boundary, trade goods every year and sell items brought from China at the Lavi fair at Rampur.
  • A total of 36 items, including spices, carpets and tea, are on the export list while 20 items are on the import list. About 12 new items, including carpets, spices, handloom goods, herbal medicines, shoes and readymade garments, which are much in demand, were added to the list in 2012 to help increase the quantum of trade.

 

Impact:

  • The ban on the trade of livestock has been the most inhibiting factor in the recent years, as there is huge demand for Chihu goat on the Indian side.

 

Geography:

  • Himachal shares a 240-km boundary with China—160 km in Kinnaur and 80 km in Spiti.

 

About Shipki la Pass:

  • Shipki La is a mountain pass and border post situated on the Sutlej valley in the Kinnaur district of Himachal Pradesh. It has an altitude of 12894ft above sea level.
  • The pass is India’s border for carrying out trade between Tibet and the Indian states of Sikkim and Uttarakhand. The pass is close to the town Khab.

During the visit, the collaborations that can contribute to the IIT Mandi’s vision of serving both the communities via technological interventions and research were discussed.
