What is the news?

  • The Himachal Pradesh Government has launched a training program for tax officials to effectively address the challenges ahead in effectively implementing the GST (Goods and Services Tax).

 

Objective:

  • The training program has been designed to effectively address multiple challenges in the implementation of the GST.
  • The training would empower the Master Trainers for speeding up the learning of Tax Officers.
  • The effectiveness of the training strategy implemented by the Department is demonstrated by the excellent growth in GST revenues during fiscal year 2021-22.

What is the news?

  • The state government amended the Himachal Pradesh industrial investment policy-2019.

 

Purpose for this:

  • The State government had notified the Himachal Pradesh industrial investment policy-2019 on august 16, 2019 to provide concessions and facilities to industries with a view to encourage investment in the state.

 

What are the changes?

  • Gratuity @ 50 per cent on the cost of detailed project report( dpr), 3 per cent interest subvention, 50 per cent assistance for transportation of plant and machinery, 3.5 percent transport gratuity, 50 per cent assistance for quality, certification, 25 per cent assistance for setting up of effluent treatment plants, 50-90 percent incentive for reimbursement of total state goods and services tax (sgst) for msmes, large and anchor enterprises. is going.
  • The anchor industries set up with minimum capital investment in the industrial sector notified thereunder are redefined as the first industrial enterprise or the first industrial venture under the specific development block of a district outside the industrial sector.
  • Industries with a fixed capital investment of Rs200 crore and providing employment to at least 200 bona fide himachalis has been classified into category-a, fixed capital investment of Rs150 crore and industries providing employment to at least 150 bonafide himachalis into category-b and fixed capital investment of Rs 100 crore and those providing employment to at least 100 bonafide himachalis have been classified into category-c.
  • Cost accountant has also been included in the definition of consultant. the expiring period for providing incentives under the policy has been extended from december 31, 2022 to december 31, 2025. enterprises eligible to avail sgst reimbursement which could not claim due to pending valuation of net sgst by the state taxes and excise department can apply till december 31, 2022.
  • 5% reservation of land/plot/sheds will be made for the purpose of setting up of enterprises individually or collectively by persons with disabilities in the newly notified industrial areas.
  • Existing and new enterprises which provide 5 per cent employment to persons with benchmark disability in the total workforce, such enterprises will be eligible for a period of 3 years for an additional incentive of rs 1000 per employee per month.

What is the news?

  • The production of silver corpse fish is decreasing continuously.

 

Reason:

  • It is said that the breeding grounds of fish in Gobind Sagar are decreasing and this has happened only because of the Kol Dam Reservoir. The Fisheries Department has done a study regarding this and this picture has been brought before the government. The fisheries department has been reviewed, in which this has been revealed. It has been said that ever since the reservoir of Kol Dam was built behind Sundernagar between Salapad and Tattapani, Sunni, such conditions are being seen in the Gobind Sagar lake. Here the water sometimes decreases and sometimes it suddenly increases. This is affecting the production of fish.
  • The marked breeding grounds for the breeding of fish are decreasing and that is the reason why the production of silver corp fish has decreased here. After reviewing the entire matter, now it has been thought of taking the help of experts in this. For this, their opinion will be taken by connecting with national level research institutes. This will be done here for the first time, whose decision has been taken by the Fisheries Department.

Increase in fish production in rivers:

  • During the review it has come to the fore that the targets given in other rivers and fish pound of the state have been fulfilled accordingly. That is, if we look at fish production across the state, it has been fine, but it has been affected in Gobind Sagar.
